The above order is meant that Haryana govt has to appoint HTET 2013 pass candidates as JBT. The govt has to use the revised merit list of 9870 / 12731 Primary teacher on merit basis. After appointing both the HTET 2011 and HTET 2013 Passed candidates the government can appoint waiting list candidates. But the government Can not make appointments more than the advertised posts that is 9870.

In this CM the petitioner has challenged the appointment process of Primary Teachers. The petitioner Naveen Kumar has argued in the petition that the government is dis obeying the order of honorable high court in the case of Antim Kumari v/s state of Haryana and others. In which it was stated that the govt of can appoint the candidates who have passed HTET in the Year 2013. The court ordered that government may appoint 12731 Primary Teachers. And the second merit list / combined merit list/ revised merit list was prepared in the year 2015. And now while appointing JBT the government is not issuing appointment letters to the candidates who have passed HTET 2013. This is contempt of court.

The South Delhi Municipal Corporation (SDMC), which is the nodal body for the three corporations for appointment of teachers, issued a public notice late Monday evening saying, “The recruitment process…is hereby kept in abeyance till further order (from the CAT court). All appointment letters issued…are cancelled.”
